Anthony Daneland runs a deniable team for the British Secret Services. Following the election of a new government in the UK, based on open and fair actions at home and abroad, he expects to be on garden leave for a long time.
Mandelavria is a breakaway state formed out of southern Ukraine and a semi independent part of Moldava. The majority of its peoples are ethnic Mandels, related to the Finns and Hungarians. They are pushing hard for recognition by the EU. France is doing everything it can to help them, the UK is against recognition.
When the Mandel Royalist Organisation, the MRO, is implicated in terrorist acts in the UK there is a problem. The UK has no formal relations with Mandelavria, the new PM’s rules forbid the normal types of Secret Service activity, so an “Off Sheet” project is needed and Daneland is brought back into action.
He builds a team of people he has worked with before and pursues Mandel activity in the ex-pat community in Paris and, of course, in Mandelavria. The more he and his team find out the less it makes sense. Further activities in the UK, and a summit on Mandelavria chaired by the PM really put the pressure on them to find and neutralise the threat.
But what is the real nature of the threat? Follow Daneland’s team to the strange and startling conclusion.

I'm afraid this book didn't quite work, despite an excellent attempt at satire. The imaginary country of Mandelavria (located somewhere between Moldova and Ukraine) is quintessentially Central European and the plot is certainly nose tweaking, but neither the events nor the characters are particularly thrilling or funny, so the book falls short of making the grade.Anthony Daneland runs a very very very secret operation for British intelligence. Mandelavria is a newly independent country trying to join the European Union (or is it?). Someone has sabotaged a chemical plant facility storing the paperwork behind certain experiments, apparently out to destroy the documentation for a potent sex-satisfaction compound that was found to be effective, addictive, and lethal. Mandelavria is implicated. Shortly afterward, condom factories throughout Europe shut down because of sabotage, bankruptcy, technology failures, etc. Daneland's team, which includes Hawney McBabe, a top-of-the-line call girl,head for Mandelavria, where everyone except Hawney is misled by an apparent Royalist plot for a power takeover. Innocents get killed. A nefarious plot is uncovered. Not really thrilling or funny, though the ingredients are there. Sorry.
